QUALITY COMMISSION DIRECTIVE

CHAPTER ONE

Purpose, Scope, Basis and Definitions

Purpose

Article 1 - (1) the aim of this directive Istanbul Esenyurt University of education, research and social contribution activities and administrative services for the implementation of quality assurance processes, in order to ensure continuity and sustainability in the work of the Commission defines the rules and procedures established quality.

Scope

ARTICLE 2 - (1) This directive covers the provisions related to the establishment and work of the Quality Commission of Istanbul Esenyurt University.

Basis

ARTICLE 3 - (1) This directive has been prepared in accordance with Articles 16 and 17 of the Higher Education Quality Assurance and Higher Education Quality Board Regulation published in the Official Gazette dated November 23, 2018 and numbered 30604 and the definitions contained in the Regulation.

Definitions

ARTICLE 4 - (1) What is stated in this directive;

   a) Accreditation: Accreditation of academic and field-specific standards predetermined by an external evaluator institution in a particular field 

        the evaluation and external quality assurance process that measures whether it is met by a higher education program,

   b) External Evaluator: Appointed by the Higher Education Quality Board to serve in the institutional external evaluation program.

        the person who is competent to carry out the assigned external evaluation process,

   c) External Evaluation: Independent external evaluation and accreditation of the quality of a higher education institution or program

        the process of evaluation by organizations,

   d) Internal Evaluation: To evaluate the quality of a higher education institution or program in itself,

   e) Quality Assessment Registration Certificate: of independent institutions or organizations approved by the Higher Education Quality Board; certain

        the academic and field-specific standards determined in a field are met by a higher education program and

        a document indicating that it is authorized to evaluate the external evaluation and quality assurance process that measures that it has not been met,

    f) Quality Commission: Higher Education within the scope of the Higher Education Quality Assurance and Higher Education Quality Board Regulation

        Organization of quality assessment and assurance studies and accreditation studies established within the body of the Institution and

        the commission responsible for the execution of,

   g) Internal Evaluation Report of the Institution (KIDR): Education-training, research and social contribution activities of the higher education institution and

        the report prepared every year by the higher education institution in order to monitor the quality assurance processes related to administrative services,

   h) Institutional External Evaluation Program: Education-training, research and social contribution activities of higher education institutions with

        the quality of administrative services is periodically determined by the Higher Education Quality Board at least once every five years.

        the external evaluation process to be carried out,

    i) Institutional Feedback Report (KGBR): Higher education evaluated within the scope of the institutional external evaluation program

        a report prepared by external evaluators for the institution containing the strong and improvement-prone areas of the institution,

    j) Performance Indicators: To measure whether or not the higher education institutions have achieved their goals and objectives or how much they have achieved,

        tools used to monitor and evaluate,

    k) Program Evaluation: Evaluation of teaching programs as part of the internal quality assurance system in higher education institutions

        evaluation of their work,

    l) Program Accreditation: Pre-determined in a certain field by independent external evaluation and accreditation organizations

        external evaluation that measures whether academic and field-specific standards are met by a higher education program

        and the quality assurance process,

   m) Rector: The Rector of Istanbul Esenyurt University,

   n) Senate: The Senate of Istanbul Esenyurt University,

   o) Turkish Qualifications Framework: Designed to be compatible with the European Qualifications Framework; primary, secondary and higher education

        including, vocational, general and academic education and training programs and all the qualification principles gained through other ways of learning    

        showing the national qualifications framework,

   p) Higher Education Quality Assurance Status Report: Higher education that has been evaluated externally by the Board during the relevant year

        taking into account the institutional evaluation reports of the institutions, prepared every year and primarily by the Council of Higher Education

        the report presented to the information of the relevant stakeholders,

    q) University: Istanbul Esenyurt University,

    r) Higher Education Quality Board: Established by the Higher Education Quality Assurance and Higher Education Quality Board Regulation,

        organization of quality assessment and assurance studies and accreditation studies in higher education institutions and

        the Board responsible for the execution of,

    s) Higher Education Quality Assurance System: Education-training, research and social contribution activities of higher education institutions and

         internal and external quality assurance of administrative services, accreditation processes and independent external evaluation and accreditation organizations

         principles related to the recognition and authorization processes,

expresses.

 

THE SECOND CHAPTER

Formation of the Quality Commission, Working Procedures and Principles, Duties

 

Formation of the Quality Commission

ARTICLE 5 - (1) The Rector is the chairman of the Commission, and the Vice-Rector is the Vice-Rector when the Rector is not present.

(2) The members of the commission shall consist of the members determined by the senate, representing the same faculty, institute, college, vocational school, not more than one and being from different fields of science. The members of the commission also include the Secretary General of the higher education institution, the Student Representative and the Director of the Professional Qualification and Decertification Office.

(3) The office and personnel support services of the Commission are carried out by the Directorate of the Professional Qualification and Certification Office.

(4) The term of office of the Student Representative, one of the members of the Commission, is one year, and that of the other members is three years. Members may be re-appointed at the end of this period.

(5) The duty of a member who does not attend the commission meeting twice within a calendar year without written permission and without an excuse, who is unable to perform his/her duty for more than six months due to illness, accident or any other reason, shall be terminated.

(6) If there is a vacancy in the memberships for any reason, the member who will replace the vacated member is determined by the Senate.

(7) The members of the Commission are shared with the public on the University's website.

Working Procedures and Principles of the Quality Commission

ARTICLE 6 - (1) The Quality Commission meets every six months. If necessary, the members of the Commission may be convened at the invitation of the Rector or at the written request of the absolute majority of the members of the Commission.

(2) The agenda items, place, date and time of the meeting are determined by the chairman; the commission members are notified in writing 2 (two) days in advance. The agenda of the meeting may be amended by the decision of the commission upon the proposal of the members before or during the meeting.

(3) The Quality Commission meets with an absolute majority of the total number of members and a decision is taken with an absolute majority. There is no abstention vote and if the votes are equal, the decision is made in accordance with the president's vote.

(4) Administrative and academic personnel of the University or expert persons may be invited to the meetings for technical support and consultancy purposes without the right to vote in the decisions.

(5) The secretariat services of the Quality Commission are carried out by the Directorate of the Professional Qualification and Certification Office. The decisions of the Commission are recorded in the Decision Book signed by the members of the Commission and a sequence number is given to the decisions from the beginning of each calendar year.

(6) The Quality Commission may form sub-working groups among its members if necessary. Dec.

(7) The Rector may assign academic and administrative personnel to the work of the Quality Commission if necessary.

(8) Administrative and academic unit quality commissions may be established with the proposal of the Quality Commission and the approval of the Senate decision in order to provide the necessary information and support to the Quality Commission. The unit quality commissions to be established represent the same unit; If the number of personnel working in the unit is one, they are assigned as the Unit Supervisor, if there is a number of personnel working more than one, they are assigned as the Unit Supervisor and the Unit Representative.

(9) University units are obliged to provide all kinds of information and documents requested by the commission within the scope of the Quality Assurance System.

Duties of the Quality Commission

Article 7 - (1) in line with the University's strategic plan and objectives within the framework of rules and principles as determined by the committee and the higher education quality education, research, and social contribution activities and administrative services assessment for the purpose of monitoring and improving the quality

    a) To establish the internal and external quality assurance system of the University,

    b) To identify the key performance indicators specific to the university,

    c) To make a program evaluation,

    d) To submit the studies within the scope of the above-mentioned works and transactions to the senate,

(2) To plan and carry out the internal evaluation studies of the University,

(3) Preparing the annual internal evaluation report of the institution containing the results of the institutional evaluation and improvement studies and submitting October to the Senate,

(8) the University's academic, research and administrative activities and social services contribution assessment, monitoring and implementation of internal and external quality assurance system in order to improve the quality, continuity and sustainability for the study of University insufficient funds in the budget request.

 

THE THIRD CHAPTER

Formation of the Administrative and Academic Unit Quality Commission,

Working Procedures and Principles, Duties

 

Formation of the Administrative and Academic Unit Quality Commission

ARTICLE 8 - (1) Administrative and academic unit quality commissions are formed upon the proposal of the Quality Commission and the approval of the Senate decision.

(2) Academic unit quality commission members; It is formed by appointing two academic personnel, representing all faculties, institutes, colleges, vocational schools of the University, as the Head of the Unit and the Representative of the Unit. There is also a Student Representative among the members of the commission. Dec.

(3) Administrative unit quality commission members; Consists of all administrative units of the University by appointing administrative personnel as the Unit Supervisor if the number of personnel working in the unit is one, the Unit Supervisor if there are more than one employee, and the Unit Representative. There is also a Student Representative among the members of the commission. Dec.

(4) The office and personnel support services of the academic unit quality commission are carried out by the Faculty of Engineering and Architecture, the office and personnel support services of the administrative unit quality commission are carried out by the Industrial Cooperation and Technology Licensing Office Coordination

Working Procedures and Principles of the Administrative and Academic Unit Quality Commission

ARTICLE 9 - (1) The administrative and academic unit quality commission members hold separate meetings every four months, namely the administrative unit quality commission meeting and the academic unit quality commission meeting. If necessary, a meeting can also be held with the decision of the Quality Commission or the written request of the absolute majority of the quality commission members of the administrative and academic units.

(2) the academic unit Quality Commission's meeting agenda items, the place, date and time, unit Quality Commission administrative meeting agenda items and the Faculty of engineering and architecture, place, date and time, industry partnerships and Technology Licensing Office shall be determined by the coordinator; the members of the commission shall be notified in writing in advance of the days. (3) Administrative and academic unit quality commissions are convened with an absolute majority of the total number of members and decisions are taken with an absolute majority. No abstentions are cast and in case the votes are equal, the voting round continues until an absolute majority is achieved.

(4) Administrative and academic personnel of the University or expert persons may be invited to the meetings for technical support and consultancy purposes without the right to vote in the decisions.

(5) The secretariat services of the academic unit quality commission are carried out by the Faculty of Engineering and Architecture, the secretariat services of the administrative unit quality commission are carried out by the Industrial Cooperation and Technology Licensing Office Coordination Office. The decisions of the Commission are recorded with the minutes of the meeting signed by the members of the Commission and a sequence number is given to the decisions from the beginning of each calendar year.

Duties of the Administrative and Academic Unit Quality Commission

   a) To support the establishment of the internal and external quality assurance system of the University,

   b) To support the identification of key performance indicators specific to the university,

   c) To support the program evaluations,

   d) To submit the works within the scope of the above-mentioned works and transactions to the Quality Commission,

(2) To support the planning and execution of the internal evaluation studies of the University,

(3) To provide support to the Quality Commission in the preparation of the annual internal evaluation report of the institution containing the results of the institutional evaluation and improvement studies,

(4) To support informing internal and external stakeholders about the process in making the necessary preparations for the corporate external evaluation program,

(5) To support the work of the Quality Commission during the external evaluation process of the Higher Education Quality Council.

 

THE FOURTH PART

Various and Final Provisions

 

Financial Structure of the Commission

ARTICLE 11 - (1) All expenses required for the services of the quality commission are covered from the University budget.

Cases Where There is No Provision

ARTICLE 12 - (1) In cases where there are no provisions in this directive, the Higher Education Quality Assurance and Higher Education Quality Board Regulation and other legislative provisions published in the Official Gazette dated November 23, 2018 and numbered 30604, as well as the Decisions of the University's Board of Directors and Senate, are applied.

Force

ARTICLE 13 - (1) This directive enters into force on the date of its adoption in the Senate.

Executive

ARTICLE 14 - (1) The Rector executes the provisions of this directive.
